Program Specialist

Project Background

USAID’s Venezuelan Migrant Human Rights Activity (also referred to as CCD for its Spanish name Conectando Caminos por los Derechos) supports medium and long-term development for Venezuelan migrants, Colombian returnees and receptor communities in Colombia. CCD’s goal is to increase community cohesion and citizen security by ensuring that all members of society live free from crime and violence, regardless of their legal status in the country. CCD is implemented through a consortium between Freedom House, Pact, the American Bar Association Rule of Law Initiative (ABA ROLI) and Internews. CCD operates in metropolitan areas with large migrant populations like Riohacha, Maicao, Cúcuta, Bucaramanga, Santa Marta, Cartagena, Barranquilla, Cali, Medellín, Bogotá, Pasto and Ipiales.

CCD seeks to address those human rights violations that are most prevalent in receptor communities and have the highest risk of reducing community cohesion and security. The activity supports the prevention and protection of people from labor exploitation, sexual exploitation, forced recruitment, human trafficking, enforced disappearance and gender-based violence. Among CCD’s prioritized populations, emphasis is placed on women, youth, indigenous people, Afro-Colombians and lesbian, gay, bisexual, transsexual and intersex (LGBTI) persons.

Project Objectives:

  1. Objective 1 – Preventing Human Rights Violations: CCD improves the legal framework and Attorney’s General Office (GOC) institutional capacity to prevent human rights violations and support the regularization of Venezuelan migrants. CCD also improves migrants’ access to public services, and increases migration-affected communities’ access to timely, relevant, and conflict-sensitive information.

  2. Objective 2 – Strengthening Human Rights Protection Systems: CCD supports formal and informal protection systems, referral networks and information-sharing. CCD also helps reduce the digital and physical security risks facing migrants, human rights defenders, and social leaders.

  3. Objective 3 – Responding to Human Rights Violations: CCD improves documentation, assessment, and dissemination of human rights violations and supports litigation for vulnerable populations. CCD helps increase access to quality justice services for migrants and victims of human rights violations.

  4. Objective 4 – Responding to Changing Circumstances: CCD uses flexible mechanisms to respond to unforeseen challenges and changing migrant and receptor communities’ needs resulting from the ever-changing dynamics of mixed migration flows.

Consultant Responsibilities

The Program Specialist will be responsible for providing programmatic and administrative support to the DCOP, the Gender and Social Inclusion Advisor and the Prevention and Response Technical leads in designing, implementing and following-up on the activities defined in the Annual Implementation Plan (AIP) under the CCD program’s Objectives 1 and 3.

Scope of Work

  • Provide programmatic and administrative support towards the development, implementation, and monitoring of the CCD program’s Objectives 1 and 3, and the Gender and Social Inclusion Strategy with support and supervision from ABA ROLI’s technical team.

  • Foster strong collaboration and coordination with CCD’s grants management team to facilitate subaward monitoring processes.

  • Support knowledge management, linkages and exchange of lessons learned and best practices across program activities and project teams.

  • Schedule and arrange meetings, events and workshops, and liaise with internal and external contacts appropriately and under supervision.

  • Coordinate and participate in the recruitment and onboarding of consultants, from scheduling interviews, coordinating regular check-in meetings to reviewing consultant deliverables.

  • Arrange travel plans including developing travel agendas, approvals, liaising with the Financial Department, etc.

  • Contribute to the preparation of quarterly and annual project reports.

  • Assist with the report of activities through the monitoring and evaluation tools and data collection reports.

  • Regularly coordinate with headquarters and the ABA ROLI’s CCD team.

  • Maintain program files, folders, and databases for secure and easy access and retrieval.

  • Assist with outreach to other organizations and partners for collaboration.

  • Other related duties as assigned.

Supervision

The consultant will have the technical and managerial guidance of the ABA ROLI Technical Lead to ensure quality and delivery of activities and deliverables.

Basic Qualifications

  • Bachelor's degree in humanities, law and related areas relevant to this project, such as migration and human rights. (Master's degree or specialization is desired)

  • Minimum of five (5) years of experience working with international organizations, preferably in the field of human rights, humanitarian assistance, migration or international development.

  • Proven academic or professional experience working for the prevention and response of human rights violations, preferably with both international cooperation and the public sector and in USAID-funded programs.

  • Knowledge in monitoring and Evaluation mechanisms.

  • Work experience in a professional environment with people from diverse cultural backgrounds.

  • Strong commitment to rule of law principles.

  • Fluency in English and Spanish is required (written and oral).

  • Experience with Microsoft Office Software.
