Entry Point Coordination Expert – Colombia
Project Background
USAID’s Venezuelan Migrant Human Rights Activity (or CCD for its Spanish name Conectando Caminos por los Derechos) supports medium and long-term development for Venezuelan migrants, Colombian returnees and receptor communities in Colombia. CCD’s goal is to increase community cohesion and citizen security by ensuring that all members of society live free from crime and violence, regardless of their legal status in the country. CCD is implemented through a consortium between Freedom House, Pact, the American Bar Association (ABA ROLI) and Internews.
CCD operates in metropolitan areas with large migrant populations like Riohacha, Maicao, Cúcuta, Bucaramanga, Santa Marta, Cartagena, Barranquilla, Cali, Medellín, Bogotá, Pasto and Ipiales. CCD seeks to address those human rights violations that are most prevalent in receptor communities and have the highest risk of reducing community cohesion and security. The activity supports prevention and protection of people from labor exploitation, sexual exploitation, forced recruitment, human trafficking, enforced disappearance and gender-based violence. Among CCD’s prioritized populations, emphasis is placed on women, youth, indigenous people, Afro-Colombians and lesbian, gay, bisexual, transsexual and intersex (LGBTI) persons.
Consultant Duties and Responsibilities
Create Two (2) presentations on coordination protocol and how to create an analytical document
Travel to the city of Cúcuta on behalf of ABA ROLI Colombia and organize an event
Lead four (4) co-creation workshops with the members of the Departmental Council of Migration of Norte de Santander
Create one (1) work plan of the Departmental Council on Migration drawn up on the basis of the results of the co-creation workshops.
Carry out a co-creation process with the Departmental Council of Migration of Norte de Santander for the construction of a Work Plan that responds to the needs of the migratory context.
Report on the results of the technical assistance process to ABA ROLI
Provide technical assistance to the Governorate of Norte de Santander through the Secretariat of Borders, for the proper implementation of the Protocol for Institutional Coordination in the border area.
Basic Qualifications
Bachelor's degree and Master's degree in areas relevant to the project, such as human rights, international law, immigration law, etc.
Minimum of seven (7) years of demonstrated professional experience in entry point coordination.
At least five (5) years of relevant technical and academic experience in investigation of human rights violations, preferably in the context of entry points.
Experience in the analysis and writing of training content.
Work experience in a professional environment with people from diverse cultural backgrounds.
Strong commitment to rule of law principles.
Fluency in Spanish is required (written and oral).
Experience with Microsoft Office Software.
