Organization and program overview
The American Bar Association Rule of Law Initiative (ABA ROLI) is a non-profit organization that implements legal reform programs. ABA ROLI has worked for over 25 years in more than 100 countries to promote the rule of law, advance human rights, strengthen judicial institutions, support legal professionals and advance understanding of the law and rights of citizens by the public. To this end, ABA ROLI has established partnerships with a wide range of actors, including institutions in the justice sector (judges, prosecutors, public defense offices, mediation offices and national human rights institutions, investigators and police), civil society organizations, bar associations, legal aid organizations and lawyers, among others.
ABA ROLI is hiring a Field Finance Manager (FFM) to support a range of financial and logistical matters for two US Government funded programs in Sudan, one which focuses on supporting a new Sudanese constitution and the other which focuses on preventing and responding to sexual and gender-based violence in Sudan. ABA ROLI works in partnership with several Sudanese and international organizations on these programs.
Job Description
The Field Finance Manager contributes to strategic planning, coordination and technical monitoring of the program. The FFM leads the management of ABA ROLI office funds and expenditures, monthly and quarterly financial reporting, compliance with procurement procedures, and compliance with donor and ABA ROLI policies. The FFM is the point of contact for local organizations that receive subgrants from ABA ROLI and oversees their compliance and financial reporting. The FFM supports and liaises with the DC and Khartoum-based program staff to submit and process administrative and financial paperwork, such as application forms, wire requests, and expense reports in accordance with ABA policies and deadlines and to monitor the overall goals as per the subaward. The FFM works under the direct supervision of and report to the Country Director.
Responsibilities
The tasks of the FFM include, but are not limited to, the following :
· Develop and implement administrative systems, including personnel, finance, budgeting, property, customs/shipping, procurement, travel, and mail.
· Prepare monthly payslip and payments to tax and social security offices.
· Organize expense receipts, assign budget codes, input key information into Quickbooks.
· Compile monthly expense report and respond to inquiries.
· Prepare the monthly cash forecast.
· Ensures compliance with organization’s procurement policies and proper allocation of costs for procurement.
· Assist the program staff with the office banking including drafting of checks, inter-bank transfers and other banking documents.
· Maintains administrative records through both electronic and hard copy means. Fully ensures the confidentiality of records.
· Obtains pro forma quotes from vendors on the local market for goods and services.
· Maintains inventory for office.
· Establishes and maintains good relations with government offices, banks and vendors.
Logistical support to program
· Support planning and implementation of project activities including workshops, trainings, and meetings
· Make logistical arrangements to support project activities
· Attend program events to assist the Program Manager on logistical matters.
· Create checklists and track travel and workshop logistics
· Interface with program partners on workshop, travel, and other logistics
· Other administrative duties as assigned
Subgrant management
· Communicate items that subgrantees should be aware and are contained in the Subgrant Agreement
· Establish an internal control system and perform periodical subgrantee assessments. Recommend corrective action and propose plan of action to get subgrantees up to speed on the elements that present challenges.
· Support preparation of the schedule/timeline for financial reporting to be shared with the subgrantees as indicated above. Review with subgrantee and follow up on the action points/timeline during the life of the subgrant.
· Review how the organization tracks budget, finances and workplan
· Complete a detailed review and verify that financial reports are accurate and submitted in a timely fashion.
· Ensure sharing of the reports with DC team including the responsible GM.
· Train subgrantee finance staff members in purchase and payment systems
· Assist the coordinators on the ground, if applicable, in setting monitoring visits (frequency, tasks, discuss capacity building needs and prepare the coordinators for the visits, reporting of the outcomes and agreed upon points; follow up).
Qualifications
· Must have a strong knowledge of Finance laws, procedures, management and experience policies related to the procurement of goods and services.
· At least two-years of financial management experience with an NGO or INGO.
· Demonstrated experience supporting financial functions of an organization including event logistics.
· Bachelor’s Degree or Advanced Diploma in Finance or related field.
· Good administrative skills and experience organizing large amounts of paper and data.
· Advanced proficiency working with Microsoft Office Word and Excel and QuickBooks.
· Must be a resourceful and creative individual who can design flexible options to respond to organizational needs.
· Demonstrated ability to work as part of a team with effective interpersonal skills/relationships.
· Highly organized, proactive, hardworking, focused, and attention to detail.
· Fluency in written and oral English.
